Under twenty staff means basics such as a password policy and awareness training. Twenty to ninety-nine means CIS Controls Implementation Group 1. A hundred to two hundred and forty-nine means a full framework such as NIST CSF, NIST SP 800-171 or ISO/IEC 27001. Separately, Texas Business and Commerce Code Section 521.053 requires notice to the Attorney General within thirty days when a breach affects 250 or more Texas residents, and notice to those residents within sixty. Caller verification

A help desk is a documented attack surface, and treating it as a customer service function is how credentials leave the building. Ask whoever is bidding how they verify a caller before resetting a password or moving a multi-factor token to a new device.
