Most companies land on Fully Managed or Co-Managed, and the deciding factor is almost never budget. It is whether you already have someone internal who owns the environment. What the Per-User Rate Does and Does Not Cover

Two quotes at $138 can describe completely different services. The line that matters is not the rate. It is the boundary between “included” and “billable,” and most providers keep that boundary vague until the first invoice arrives.

Billed separately, and said so up front

  • Software licensing. Microsoft 365 runs $7 per user for Business Basic up to $32 for Business Premium with Copilot, and a typical third-party stack adds $30 to $50

Four Things That Move Your Number

A starting rate is a starting rate. These four variables explain nearly all the distance between it and your actual quote, and they are the same four every Texas MSP is silently pricing on.

User mix, which almost nobody prices honestly

Most MSPs bill one flat rate across your entire roster. A warehouse lead who touches a shared terminal twice a shift costs the same as a controller running three financial applications all day. That is convenient for the provider and expensive for you. Uprite prices by the role each person actually plays, so light-touch staff sit on a lower tier. On a 60-person company with 20 light-touch users, the gap between our top and entry rates works out to roughly $11,000 a year.

Security tier

This is the single biggest jump on any Texas invoice. Moving from a Microsoft Defender baseline to a full stack with managed EDR, SIEM and 24/7 SOC eyes is the difference between the standard band and the premium band, roughly $125 to $165 per user versus $175 to $225 and up. If a quote sounds cheap, this is usually where the money was removed.

Compliance scope

HIPAA, CMMC, FTC Safeguards, PCI-DSS and Texas SB 2610 safe harbor alignment all carry ongoing labor: evidence collection, policy maintenance, training records, audit support. That work is people, not software, which is why compliance-heavy Texas environments reach $250 to $300 per user. The Texas SB 2610 safe harbor only protects businesses that can document a program was already running before the incident.

Environment complexity

Servers you still own. A line-of-business application nobody wrote down. Four sites on four different ISPs. Twelve-year-old machinery with a Windows 7 controller that legally cannot be replaced this year. Each one is a support-hours multiplier, and each one is knowable before you sign, which is the entire point of running an assessment first.

Worked Example

Two 45-person companies, the same plan, a $34,000 annual gap

Company A is a 45-person distribution business in Katy. Standard security tier, no regulatory obligation, one site, everything already in Microsoft 365. Fully Managed IT at the published $138 rate, with 15 warehouse users on a lighter tier. Call it roughly $5,500 a month before licensing.

Company B is a 45-person specialty clinic in San Antonio. HIPAA in scope, three locations, an on-premise practice management server that the vendor will not virtualize, and an auditor who wants evidence quarterly. Premium security tier plus compliance operations. That environment prices closer to $8,300 a month.

Same headcount. Same plan name. About $34,000 a year apart. Neither number is a markup, and neither is a discount. The difference is the work, and you can see all four multipliers doing their job.

Read Before You Sign

What Is Usually Missing From a Quote Under $100

Real help desk hours, real EDR licensing, real backup operations and real human attention cannot be delivered under $100 per user in Texas. Something has been removed. These are the eight most common places to find it.

One caution on metro comparisons: a Dallas quote and a Houston quote at the same rate are rarely the same scope. Onsite response radius, after-hours coverage and how travel is billed matter more than the headline. What Buyers Push Back On

“We got a quote at $75 per user.”

You probably did, and it is probably real. Ask three questions: is remediation included or billed hourly, is the EDR line a licensed product or the free Defender tier, and when was the last restore test. If all three answers are good, take it. We have lost deals to genuinely good providers. We lose more of them to quotes that were not comparable.

“Per-user pricing punishes us. Half our staff barely use a computer.”

That is a fair complaint about flat per-user billing and the reason we do not do it. Light-touch roles sit on a lower tier. Bring us a headcount broken out by role and we will price it that way rather than averaging your warehouse into your finance department.

“Your rate is higher than the last MSP we used.”

Possibly. Compare the exclusions lists side by side before you compare the rates. The most common finding is that the previous agreement covered monitoring and billed the fixing, which looks cheaper monthly and costs more annually.

“We do not want a three-year contract.”

You do not need one. The rate lock runs twelve months and the satisfaction guarantee runs 120 days. If the relationship is only working because of an early-termination fee, it is not working.

“Can you just give us a number over email?”

For the plan rates, yes, and they are all published above. For your number, no, and any provider who gives you one without seeing your environment is guessing. The assessment takes about a week and costs nothing. What you get back is a written scope you can hand to a competitor.

What is a provider hiding when they quote under $100 per user?

Usually remediation, licensed EDR, or restore testing. Under $100 per user in Texas, the economics only work if one of those three has been moved out of the monthly rate and into an hourly line item.

It is not automatically a bad deal. It is a different deal. Ask for the exclusions list in writing, then compare that list against the other quotes on your desk rather than comparing the headline rates.

Does the per-user price include Microsoft 365 licensing?
