FCC 911 Rules
Every Business Phone System in San Antonio Carries Federal 911 Rules
Any multi-line telephone system installed after February 16, 2020 falls under 47 CFR Part 9. Those duties do not stop at the manufacturer. They land on whoever installs, manages or operates the system, which is usually the IT provider rather than the office manager.
Staff have to reach 911 without dialing 9
Section 9.16(b)(1) requires an installed system to be configured so a user can dial 911 directly from any station with dialing facilities. No trunk access code. No prefix, even when every other outside call needs one. Older PBX dial plans still ask for the 9, and that single setting is the most common miss we find on an inherited San Antonio phone system.
Someone on site has to be notified
The same rule requires MLTS notification when a 911 call is placed, sent to a central location at the facility or to a person or organization elsewhere. The alert has to carry three things: that a 911 call was made, a valid callback number, and the location information the system passed to the dispatcher. A front desk that learns about the ambulance when it arrives is a configuration gap, not bad luck.
Dispatchers need a dispatchable location, not just a street address
A dispatchable location is the validated street address plus the detail needed to find the caller inside it, such as a suite, floor or room number. Providers of fixed telephony have had to deliver it automatically with 911 calls since January 6, 2021. On a multi-floor office or a two-building campus, that means every station gets mapped, then re-mapped whenever people move desks.
The rules name your provider, not your receptionist
Part 9 lists the installer, the manager and the operator of the system as separate responsible parties. A managed provider holds all three, so the dial plan, the notification path and the station location records stay with one vendor and get revisited when your floor plan changes.
