Two Houston quotes at $138 can describe entirely different services. The rate is not the interesting line. The interesting line is the border between included and billable, and most providers leave that border soft until the first invoice lands. Read it first.

Four Things That Move a Houston Number

A starting rate is a starting rate. These four decide the distance between it and the figure on your proposal, and every serious Houston provider is pricing on all four whether or not they say so.

Where your people actually sit

The Houston metro spreads across nine counties. A provider quoting a downtown tower and a provider quoting a yard off Highway 225 are pricing very different drive times, and drive time is labor. Ask any Houston MSP where their onsite radius ends and what happens past it. Some absorb travel inside the rate. Some bill it at an hourly rate you will not see until month two. A single office inside the Loop is the cheapest thing you can hand us. A head office in Uptown with a warehouse in Baytown and a field trailer in Katy is three response profiles, and it prices like three. Ask where the radius ends.

Storm season, which is a real line item here

Inland Texas buys continuity as insurance. The Gulf Coast buys it as maintenance. Harvey, the May 2024 derecho and Hurricane Beryl each took Houston offices down for days, and after Beryl the question clients asked was not whether backups existed but how fast the business could run without the building. That answer costs money. An offsite copy held outside the surge zone, a documented failover, an annual exercise that actually runs, and after-hours coverage during a named storm all sit inside the rate on our fully managed plan. Providers who price Houston like Lubbock are usually leaving that work out. It shows up later as a project invoice, at the worst possible moment. Beryl proved that.

The compliance your industry drags in

Houston has an unusual concentration of regulated work. The Texas Medical Center pulls HIPAA into practices that never planned for it. Defense and aerospace suppliers near Ellington and the Johnson Space Center inherit CMMC and NIST 800-171 from a prime contractor. Title, mortgage and wealth firms carry FTC Safeguards. Anyone taking a card carries PCI-DSS, and Texas SB 2610 now offers a safe harbor to businesses that align to a recognized framework. All of it is ongoing labor rather than software: evidence collection, policy upkeep, training records, audit support. Compliance scope is the single largest jump on a Houston invoice, and it is the one buyers most often discover after signing. It is labor, not licensing.

Operational technology older than the network

Ship Channel plants, fabrication shops and service companies run equipment that predates the firewall protecting it. A press with a Windows 7 controller. A SCADA workstation the vendor will not let anyone patch. A survey rig that only talks to one laptop. None of it can be replaced this year, all of it has to be segmented, monitored and kept alive, and that work is specialist rather than routine. Two Houston companies with identical headcounts can sit $40 per user apart on this variable alone. If you run plant floor technology or field and upstream systems, say so before anyone quotes you. Segmentation is never free.

Worked Example

A 38-person engineering firm in the Energy Corridor, line by line

Thirty office staff, engineers and project managers, sit on Fully Managed IT at $138: that is $4,140. Eight field and shop users touch a shared terminal and a phone, so they sit on the lighter tier at $91: another $728. Managed IT comes to $4,868 a month. Licensing is its own line, as it always is. Microsoft 365 Business Premium at $22 across all 38 people adds $836, and a third-party stack covering cloud backup, email security and password management adds about $38 per user, or $1,444. The arithmetic is public.

Total recurring spend is roughly $7,148 a month. That works out near $188 per person, all in, for a single-site firm with standard security and no regulatory obligation. It is a normal Houston number and there is nothing clever in it.

Now move one variable. The firm wins a Navy subcontract and CMMC Level 2 enters scope. Headcount does not change. The security tier does: managed EDR with SIEM and continuous SOC review, evidence collected monthly, policies maintained against NIST 800-171. Per-user pricing moves into the $175 to $250 band, which on 38 people is roughly $1,800 to $4,600 more each month, before the assessor invoices anything. Same building. Same people. A different product.

Houston rates cluster into five bands. Knowing which band a quote belongs to tells you more than the number does, because the cheaper-looking option is usually the one carrying less work rather than less margin. Bands beat headline numbers.

One warning about comparing across the metro. Two Houston quotes at the same rate are rarely the same scope, and the difference is almost always onsite response radius, how travel is billed, and what happens after 5pm. Look at the overlap between rows. A tidy 70-person firm in Sugar Land can spend less than a sprawling 35-person one with a shop in Pasadena. Headcount only sets the floor. The four variables above set everything on top of it. What Houston Buyers Push Back On

“Somebody in Houston quoted us $75 a user.”

They probably did, and it is probably a real number. Ask three things. Is remediation included or billed hourly. Is the EDR line a licensed product or the free Defender tier. When was the last restore test, and can they show you the report. If the answers are hourly, Defender and never, you have a monitoring contract rather than a managed service, and the gap closes on its own the first bad week. Ask for the report.

“Half our people are in the field. Why pay per user?”

You should not pay the same for them, which is why we do not bill one flat rate. A crew lead who logs into a shared terminal twice a shift sits on a lighter tier than a controller running three financial applications all day. Send a headcount split by role and we will price it that way. Most Houston MSPs average the roster instead, because averaging is faster to quote. Send us the split.

“Our last Houston provider was cheaper than this.”

Very likely. Put the two exclusions lists side by side before you put the two rates side by side. The usual finding is that the old agreement covered monitoring and billed the fixing, which reads cheaper every month and costs more every year. The second most common finding is a travel clause that only applied past a radius nobody had read. Compare exclusions, not rates.

“Do we really have to pay for storm planning?”

You are paying for it either way. The only question is whether it is nothing now and a project invoice during the outage, or inside the rate and rehearsed before the season starts. Beryl put Houston offices in the dark for the better part of a week. The clients who came through it well had a tested offsite copy and a written failover, both paid for in advance and quietly. Rehearse before June.

“Can you just email us a number?”

For the plan rates, yes, and every one of them is published above. For your number, no. Any provider who quotes an environment without seeing it is guessing, and the guess gets corrected after you sign. Why are some Houston MSP quotes under $100 per user?

Something has been moved out of the monthly rate. Usually remediation, licensed EDR, or restore testing. Under $100 per user in Houston the arithmetic only works if one of those three is billed hourly instead.

That is not automatically the worse deal, but it is a different product and it should not be compared line for line against a fully managed quote. Ask for the exclusions list in writing, then compare the lists rather than the headline rates. Compare lists, not numbers.
