Almost Nobody Chooses Their Microsoft 365 Cloud. They Accept One.

Microsoft does not sell Microsoft 365 in one cloud. It sells it in several, and a tenant lives in exactly one of them, permanently.

For most companies that distinction never matters. In San Antonio it matters more often than anywhere else in Texas. The Texas Comptroller puts Joint Base San Antonio at 74,713 people employed directly, $53.5 billion in annual economic output, and 223,349 jobs supported across the region. That base does not run on its own. It runs on a supply chain of engineering firms, logistics companies, maintenance shops, training contractors, and professional services businesses, most of them privately held and most of them under a hundred people.

Those companies bought Microsoft 365 the way everybody buys Microsoft 365. Somebody set up a tenant, added a domain, and started assigning licenses. That tenant landed in the commercial cloud, because the commercial cloud is what you get when nobody specifies otherwise.

The question surfaces later, and it usually arrives from outside. A prime flows down a clause. An auditor asks where controlled unclassified information is stored. A customer sends a security questionnaire with a line about FedRAMP that nobody in the building can answer. Suddenly the environment nobody chose becomes the thing being evaluated.

This is where the first surprise lands. Microsoft 365 GCC High is not a plan you can add to a shopping cart. Microsoft states that interested organizations go through a validation process to confirm eligibility before the environment is established at all, and that trials are not available. You cannot try it, and you cannot buy it on a Tuesday afternoon.

The second surprise is bigger. There is no in-place conversion. A commercial tenant does not become a government tenant by changing a subscription, because the environments are separate clouds with separate directories. Getting there means standing up a brand new tenant and running a tenant-to-tenant migration into it, with identity, policy, device management, and data rebuilt on the far side.

That decision is the reason this page exists.

What the Move Exposes

Moving to GCC High Is a Rebuild, Not an Upgrade

A version of this conversation happens in nearly every one of these engagements.

A subcontractor wins work that carries a clause about controlled unclassified information. Somebody searches the phrase, finds a page that says GCC High, and forwards it to the IT manager with a note asking how long the switch takes. The honest answer sounds obstructive, so it rarely gets said clearly enough the first time.

The switch is not a switch. It is a second environment built from nothing.

Every mailbox, every SharePoint site, every OneDrive, every conditional access policy, every Intune configuration profile, and every group has to exist in the new tenant before anybody can work in it. Guest relationships do not carry across. App registrations do not carry across. The domain has to be released by the old tenant before the new one can verify it, which puts a hard cutover in the middle of the plan whether you wanted one or not.

Most of the difficulty is not technical. It is deciding what actually needs to move. A company that handles export-controlled technical drawings for two of its forty customers does not necessarily belong entirely in GCC High. Sometimes the right answer is a scoped environment for the regulated work and a commercial tenant for everything else. Sometimes it is one tenant and a lot of discipline about where files land.

There is a failure mode here that shows up often enough to have a shape. A company moves into a government cloud because a single contract required it, then discovers a quarter later that the collaboration tools its commercial customers rely on no longer behave the way they used to. The move was correct. The scoping was not, and scoping is the part that gets decided in an afternoon.

The Risk

The Wrong Cloud Fails Quietly Until Somebody Asks for Evidence

A misplaced tenant does not throw an error. That is the whole problem with it.

Mail flows. Files open. Teams calls connect. Nothing on a monitoring dashboard indicates that the environment holding your customer’s controlled information was never assessed against the standard that customer is contractually obligated to enforce. The failure surfaces during an assessment, a flow-down review, or an incident, which are the three worst moments to discover it.

There is a detail here that almost nobody publishes, and it is worth knowing before you assume a government cloud solves everything on its own. Microsoft states that GCC High support is not included in the service accreditation boundary, and that it does not provide FedRAMP, DoD SRG, ITAR, IRS 1075, or CJIS data handling assurances. Microsoft explicitly advises customers not to share controlled or sensitive information with support staff during an incident until the agent’s authorization to see it has been confirmed. Your support process needs a rule about that, and most do not have one.

The compliance timeline is also less settled than vendors imply. The 48 CFR acquisition rule took effect and Phase 1 began on November 10, 2025, putting CMMC requirements into new contracts through DFARS clause 252.204-7021. In July 2026 the Department of Defense suspended Phase 2. What was suspended is the department’s discretion to designate higher certification levels, not the rule itself, and not the clause. How We Place and Run a San Antonio Tenant

Nothing in this sequence asks anybody to stop working, and the first two steps leave you holding something useful even if you never sign anything.

Step 1. Find Out What You Are Actually Holding

We read the clauses in your current contracts, not a summary of them, and identify what obligations already apply to your data. Most companies are carrying at least one requirement nobody has mapped to a system. You keep the written findings whether or not anything else follows.

Step 2. Determine Which Cloud It Belongs In

Commercial, GCC, or GCC High, in writing, with the reasoning and the cost of each option beside it. Plenty of San Antonio companies get a documented answer of commercial with tighter controls, and that answer saves them a rebuild they were being sold.

Step 3. Fix Identity Before Anything Moves

Step 4. Build and Migrate, or Harden in Place

If the environment changes, the new tenant is built, tested, and populated before the domain moves, and the cutover runs on a night you picked. Where no environment change is needed, the first three steps usually take two to four weeks. A government cloud build with a full migration is a longer piece of work measured in months, and the variable is rarely the mailbox count. It is how much of the environment has to be redesigned rather than moved.

“Do we actually need GCC High?”

Often not, and we will say so plainly when that is the case. Export-controlled technical data is the clearest reason to need it, because GCC High is the environment Microsoft builds around those restrictions. A great many subcontractors handle sensitive information that never meets that bar. The determination belongs to your contracts, and it should be written down once rather than re-argued every time somebody new reads a clause.

“How long does a government cloud migration take?”

Longer than a commercial tenant move, because nothing is copied. The new environment is designed and built, then populated, then cut over. Most of the calendar goes on decisions and design rather than on data transfer. Anybody quoting you a fixed two-week number has not looked at your directory yet.

“We already have an internal admin for Microsoft 365.”

Then co-managed is usually the better structure. Your admin keeps the relationships and the institutional memory, and stops being the only person who can answer a compliance question at short notice. “Does switching providers break anything?”

Handing over administration does not. Delegated access moves the management rights without touching a single mailbox, so nothing migrates and nobody signs in any differently. Does my San Antonio company need Microsoft 365 GCC High?

Only if your contracts require it, and many do not. GCC High exists for organizations handling export-controlled technical data or DoD controlled unclassified information with obligations the commercial cloud does not carry. The determination comes from the clauses in your agreements, so it should be made once, in writing, and revisited when the contract mix changes.

Can I upgrade my existing Microsoft 365 tenant to GCC High?

No. There is no in-place conversion between the commercial cloud and GCC High, because they are separate environments with separate directories. Moving means provisioning a new tenant and running a tenant-to-tenant migration into it, with identity, policy, device management, and data rebuilt rather than copied across.

What does Microsoft 365 management cost in San Antonio?
