Answering a ticket quickly is a staffing and routing problem. Closing it quickly is a skill, tooling, documentation, and escalation problem. Those take years to build.
We used to put our response average at the top of every proposal too. It is a real number. It also turned out to be a poor predictor of whether a client was still happy 9 months in. The better signal, in my experience running the technical side of this business, is how often a ticket gets reopened after someone declares it fixed. A reopened ticket means the first fix was a guess.
Staffing sits underneath all of it. HDI benchmarking found tickets per technician per month ranging from 30 to 198, a spread of more than 6x across service desks doing nominally the same job. A desk carrying 198 tickets per technician can still answer in 5 minutes. It cannot also give your problem the depth it needs. Ask any provider how many endpoints and how many tickets each engineer carries, and watch how comfortable they are answering.
How to run an IT support response time comparison that means something
A useful comparison collects 5 numbers per provider, not 1. Send the same 5 questions to every MSP on your shortlist, in writing, and put the answers in a spreadsheet. Vague answers are answers too. Note which ones dodge.
- What is your P1 response target, and your 90th percentile. The average hides the bad days. The 90th percentile is what your worst week looks like.
- What is your resolution target by priority. If a provider commits to response but not resolution, you have bought an acknowledgment, not an outcome.
- Which hours does the SLA clock run. A 30-minute target that pauses at 5 PM is a different product than one that runs continuously.
- How many endpoints and open tickets does each engineer carry. This is the capacity question, and it predicts resolution speed better than any promise.
- What happens automatically when you miss. Automatic service credits mean the commitment has teeth. Credits on request mean you will be filing paperwork during an outage.
Score the answers rather than eyeballing them. A provider quoting a 5-minute average with no resolution target and business-hours-only coverage is objectively weaker than one quoting a 15-minute target with 24/7 P1 coverage and a written resolution commitment, even though the first number looks better on a slide.

Second, state that the P1 and P2 clocks run 24/7/365 with no business-hours qualifier. The 6 loopholes that make a fast response meaningless

None of these are exotic. All 6 show up in agreements that look strong at a glance. Each one lets a provider report a green SLA while your business sits down.
- Business-hours-only clocks. A weekday 8-to-5 plan covers about 40 of the week’s 168 hours. A failure at 4:55 PM Friday can sit with no contractual response until Monday morning.
- Auto-reply counted as response. If the contract does not define response as human contact, a mail rule satisfies it.
- Response committed, resolution silent. The most common gap. Fast pickup, open-ended fix.
- Clock starts at triage, not at report. Some agreements start counting once a ticket is categorized, which quietly deletes the queue wait from the measurement.
- Exclusions that swallow the rule. Third-party vendor issues, ISP faults, and “acts beyond reasonable control” are often carved out entirely, and a surprising share of real outages fall into those buckets.
- Credits only on written request. A remedy you have to chase is a remedy most clients never collect.
