The July 13 Problem

The CMMC Pause Did Not Pause What Copilot Can Read

On July 13, 2026, the Department of War suspended Phase 2 of the Cybersecurity Maturity Model Certification program. The third-party assessments that were due to begin on November 10, 2026 are on hold, along with every pending and future CMMC milestone.

That news moved quickly here, and it should have. This is Military City. Joint Base San Antonio accounts for 74,713 direct employees, 33,256 of them active duty, and the Texas Comptroller put the contribution of that population to the state economy at more than $53 billion in 2025. A large share of the small and mid-sized firms in this metro sit somewhere in that supply chain.

Then the second conversation started, and that is the one doing damage.

The reading going around is that compliance pressure has eased, so now is the moment to move fast on AI. Turn Copilot on, catch up on productivity, sort the paperwork out when the review lands. It is an understandable conclusion. It is also wrong on the one point that costs money.

What the Department suspended was the assessment mechanism, not the obligation. Its own language was that all Phase 1 self-assessment requirements “remain firmly in place” and that the action “does not eliminate the requirement for companies to protect federal data.” DFARS clause 252.204-7012 is still in the contracts that carried it. NIST SP 800-171 Rev. 2 still defines adequate security. Cyber incident reporting, media preservation, and subcontractor flow-down all came through the memo intact, and during the suspension the Department says it will enforce through self-assessments and select government-led assessments.

So the auditor moved further away and the standard did not move at all.

Which brings us to the part that was never in the memo. Microsoft 365 Copilot does not read your policies. It reads your tenant. It answers as the signed-in user, across every SharePoint site, OneDrive folder, Teams channel, and mailbox that user can already open. If one of those places holds controlled unclassified information and the tenant is commercial, you have not bought a productivity gain. You have created a spillage, and you created it through a license purchase that never passed anyone in the contracts office.

That is a different problem from the one most IT providers are describing, and writing an acceptable use policy does not solve it.

Definitions

What Managed AI Services Actually Means When You Hold a DoD Contract

Managed AI is the practice of running AI tools the way you run the rest of your infrastructure, with a design decision in front of them and somebody accountable behind them. There is a Houston edition of this page covering the same program there.

In most cities that means permission cleanup, training, and adoption work. In San Antonio there is a question that comes before all of it, and before the license: which tenant is this going to run in?

Microsoft answered the hard half of that on December 1, 2025, when Microsoft 365 Copilot reached general availability in GCC High. That is the government cloud built for organizations handling CUI and ITAR data, and Microsoft states it is built to meet FedRAMP High, DFARS, ITAR, and CMMC requirements. Data stays in United States data centers operated by screened United States personnel.

One detail in that launch tells you the whole design philosophy. In GCC High, Copilot ships with web grounding turned off by default, specifically so prompts and responses do not leave the compliance boundary. In the commercial tenant, web grounding is a selling point. In the government tenant it is a default-off risk. Same product, opposite posture.

Microsoft has said Wave 2 brings GPT-5, the Researcher and Analyst agents, code interpreter, image generation, and Copilot Connectors into GCC High during the first half of 2026. The gap between the commercial and government versions is closing. It has not closed, and pretending otherwise in a proposal is how a rollout disappoints people six weeks in.

So the honest framing is this. If you handle CUI, your AI decision is a tenant decision with a license attached to it. If you do not, it is a permissions decision with a license attached to it. Both are real projects. Only one of them has a contracting officer at the far end.

There is a second group this applies to, and they are often surprised to hear it. Flow-down clauses travel. A machine shop, an engineering firm, or a logistics company that never bid on a prime contract can still be carrying 7012 obligations through a purchase order from somebody who did.

The practical test is not whether you think of yourself as a defense contractor. It is whether the clause appears in your agreements, and whether anyone has checked recently.

The Requirements

What a Managed AI Program in San Antonio Has to Cover

Copilot inherits the signed-in user’s access, so every overshared site becomes a possible answer. SharePoint and OneDrive cleanup, sharing link review, stale guest removal, and Teams governance belong before rollout, not after the first startling response.

Sensitivity Labeling and DLP

Microsoft Purview labels applied to the material that genuinely needs them, with DLP run in simulation before enforcement. Labels are also how you keep evidence that a control existed on a given date, which matters more now that enforcement runs through self-assessment.

Identity and Conditional Access

AI raises the value of a stolen account, because one set of credentials now summarizes in seconds what used to take an intruder weeks to locate. Conditional Access, MFA posture, and OAuth consent review are part of the AI project whether or not anybody budgeted them there.

Written AI Policy and Disclosure

An acceptable use policy naming approved tools, prohibited data classes, and where a human has to review output. TRAIGA took effect on January 1, 2026 and reaches businesses operating AI systems in Texas, so this is now two obligations wearing one document.

Monitoring, Evidence, and Review

Usage and access anomaly monitoring, retained records of what was configured and when, and a quarterly review that actually happens. Self-assessment scores still get posted to SPRS and affirmed annually. Evidence you did not keep is evidence you cannot produce.

How an Uprite Managed AI Engagement Runs

Nobody wants a four-month project standing between them and a tool their competitors are already using. That objection is fair, so the sequence is built to answer the riskiest question first and cheaply.

The first two to three weeks are diagnostic, and the output is useful even if you never hire us. That is deliberate, and it is the part most proposals leave out.

Step 1. Settle the Boundary

Which agreements carry DFARS 252.204-7012, what data those obligations cover, and where that data physically sits in your tenant today. If controlled information is sitting in a commercial SharePoint site, we stop here and deal with that before anything else gets discussed.

Step 2. Audit the Tenant

SharePoint and OneDrive permissions, sharing links, stale guest accounts, Purview label coverage, DLP status, Secure Score, and Conditional Access. The output is a Copilot Readiness Scorecard ranked Critical through Low, and you keep it whether or not you hire us.

Before You Start

What Usually Stalls the Decision

Four objections come up nearly every time. None of them is unreasonable, and two of them are half right.

“CMMC is suspended, so why are we still talking about this?”

Because the certification schedule was suspended and the contract clause was not. DFARS 252.204-7012 still requires adequate security under NIST SP 800-171 Rev. 2, Phase 1 self-assessments remain in place, and the Department has said it will enforce through self-assessments and select government-led assessments. A reform task force is reviewing the program now. Designing an AI program on the assumption that the standard disappeared is a bet on an outcome nobody has published.

“Our data is not classified, so none of this applies.”

Classified and controlled are different words. CUI is unclassified by definition, which is exactly why it ends up in ordinary SharePoint sites and ordinary mailboxes rather than behind anything special. If your agreement carries the 7012 clause, the obligation attaches to covered defense information no matter how routine the file looks on screen.

“We will write an AI policy and tell people what not to paste.”

Write it, and understand what it does. A policy governs what people intend to do. It does nothing about what the tool can reach on its own, which is the actual exposure. Put a permission model and a tenant boundary underneath it. “Moving to GCC High sounds enormous.”

Sometimes it is, and often the answer is that you do not need to. Plenty of companies hold Federal Contract Information rather than CUI, or can segregate the controlled work instead of moving the whole organization. That is a determination, not an assumption, and it is the first thing the assessment settles. Guessing in either direction is the expensive route.

What is the difference between AI consulting and managed AI services?

AI consulting produces a recommendation. Managed AI services own the outcome. Consulting usually ends with a strategy document and a roadmap. A managed AI program covers the readiness assessment, the remediation work, tenant and boundary configuration, deployment, training, and then ongoing administration with monitoring and quarterly governance reviews.
